CORNWALL COUNCIL… EVASION OF ACCOUNTABILITY - OR ARE THERE OTHER HIDDEN REASONS ?

Members are invited to read the below email. It`s from Cornwall Council and dated
19th March 2026. It follows a simple request for a copy of the last site inspection report for St Dominic Park - home of the Park Homes Policy Forum.
Dear Mr Turner,
Your request under the Freedom of Information Act 2000
Thank you for your request dated 28.02.2026
I can confirm that Cornwall Council holds information falling within the terms of your Freedom of Information request.
The Freedom of Information Act 2000 (“the Act”) obliges the Council to respond to requests promptly and in any case no later than 20 working days after receiving your request. However, when we are considering withholding some or all of the information and a qualified exemption applies to the information, the public interest test is engaged. When this is the case, the Act allows for the response time to be extended and a full response must be provided within such time as is reasonable in all circumstances of the case, but no more than 40 working days in total from receiving your request. We do aim to make all decisions within 20 working days where the public interest test is relevant, but in some cases, as in this instance, this is unfortunately not possible.
Therefore, we plan to let you have a response by 28.04.2026 (day 40). We will however aim to respond sooner than this if at all possible.
The specific exemption(s) which are being considered at this time are:
Section 43(2) exempts information whose disclosure would, or would be likely to, prejudice the commercial interests of any legal person (an individual, a company, the public authority itself or any other legal entity).

THE REQUEST & THE RESPONSE.
The request follows that also made for a copy of the Electrical Installation Condition Safety Report ( EICR ) to cover the new homes the council had allowed Wyldecrest to locate and sell by fraudulent means without any planning consent, alongside dozens or more across Cornwall - as partly covered in the 2024 BBC Panorama investigation titled the `Mobile Homes Swindle`. to be found elsewhere on this website.
The request for the Electrical Safety Condition Report was made because for several years, the power supply to those homes have posed potentially life-threatening risks to occupiers, visitors, and workmen alike regardless of notifications and any council site inspections that might have since taken place. The live cabling had been left overground concealed under hedges and entwined through LPG storage tanks
Of course, Cornwall Council is not the only local authority that looks to evade transparency and accountability - but in this particular case and exercising Section 43(2) would deny release of information that would ( or should ) highlight the serious negligence`s of both Wyldecrest and Cornwall Council...
